We are seeking an experienced Technical Engineering Manager to provide technical leadership, operational support, and strategic direction across a diverse portfolio of properties. The successful candidate will be responsible for ensuring the safe, compliant, and efficient delivery of engineering services while driving continuous improvement, asset performance, sustainability initiatives, and operational excellence. Reporting to the senior operational leadership team, this role will work closely with site-based engineering teams, clients, specialist contractors, and key stakeholders to ensure engineering standards, statutory compliance, and business objectives are consistently achieved. The Technical Engineering Manager will play a key role in supporting both mechanical and electrical disciplines, providing expert guidance on engineering best practice, lifecycle planning, asset management, operational resilience, and building performance optimisation. Key Responsibilities Technical Leadership

• Provide technical leadership across engineering operations, ensuring contractual obligations, service standards, and KPIs are achieved.
• Support asset management strategies, including CAFM data management, asset verification, and lifecycle planning.
• Oversee high and low voltage electrical activities, ensuring compliance with relevant regulations and company procedures.
• Support building performance improvement initiatives, energy optimisation programmes, and sustainability objectives.
• Review proposed engineering works and advise on technical suitability, operational impact, and industry best practice.
• Develop and maintain engineering standards, operating procedures, and technical governance frameworks.
• Provide technical support and escalation assistance to operational teams, including out-of-hours support when required.
• Ensure engineering resources and competencies align with operational requirements.
• Lead investigations into significant engineering incidents and support root cause analysis activities.
• Conduct technical audits and compliance inspections across sites.
• Support the development and maintenance of Emergency Operating Procedures (EOPs), Standard Operating Procedures (SOPs), and critical environment documentation.
• Promote safe systems of work, including permit-to-work processes, lock-out/tag-out (LOTO) procedures, and critical works management.
• Monitor infrastructure resilience and support testing, commissioning, and integrated systems testing activities.
• Produce technical reports, recommendations, and risk assessments as required.
• Review engineering systems and plant performance to identify opportunities for improvement and efficiency.
• Ensure compliance with British Standards, statutory regulations, and industry best practice.

Operational & Management Responsibilities

• Build and maintain strong client and stakeholder relationships.
• Provide ownership and escalation management for operational, technical, and compliance-related issues.
• Monitor and manage CAFM systems, electronic logbooks, and associated performance metrics.
• Manage service level agreements (SLAs), compliance standards, and engineering performance targets.
• Oversee specialist subcontractors and supply chain partners to ensure quality, compliance, and performance expectations are met.
• Lead, mentor, and develop engineering teams through effective people management practices.
• Support recruitment, succession planning, performance management, and talent development activities.
• Drive training and competency programmes to ensure all engineering personnel remain compliant and suitably qualified.
• Ensure risk management processes are consistently applied across the portfolio.
• Maintain statutory and mandatory compliance through effective governance and contractor management.
• Attend client and operational review meetings and provide technical guidance where required.
• Communicate risks, opportunities, and contractual concerns to senior leadership teams.
• Promote a culture of safety, professionalism, collaboration, and continuous improvement.

Skills & Experience Essential

• Proven experience in a senior engineering or technical management role within hard services, facilities management, building services, or critical environments.
• Strong understanding of mechanical and electrical building systems.
• Experience managing engineering teams, contractors, and technical service delivery.
• In-depth knowledge of statutory compliance, engineering governance, and operational risk management.
• Excellent problem-solving and analytical skills.
• Strong report writing and technical presentation capabilities.
• Proven ability to influence, engage, and build relationships with multiple stakeholders.
• Strong organisational skills with the ability to prioritise in a fast-paced environment.
• Excellent communication and leadership skills.

Desirable

• Experience operating within complex commercial, corporate, critical, or mixed-use environments.
• Experience supporting sustainability, energy efficiency, and carbon reduction initiatives.
• Knowledge of asset management principles and lifecycle planning.
• Experience implementing engineering improvement programmes and building optimisation strategies.

Qualifications Essential

• Mechanical or Electrical qualification to NVQ Level 3 (or equivalent).
• Strong technical knowledge across building services engineering and maintenance operations.
• Competent user of CAFM systems and Microsoft Office applications.

Desirable

• HNC/HND or Degree in an Engineering discipline.
• Authorised Person status in relevant disciplines.
• NEBOSH, IOSH, or other relevant health and safety qualification.
• Membership of a recognised professional engineering institution.
