Role Overview

We are seeking an experienced and results-driven Business Development Manager with a proven track record in the UK Central Government sector. This role will focus on identifying, developing, and winning opportunities in the public sector, leveraging Scrumconnect’s expertise in digital transformation and technology consulting.

This is a high-impact role where you will be directly responsible for driving revenue growth and shaping our public sector presence

Key Responsibilities

Strategic Growth

Develop and implement business development strategies to meet ambitious growth targets.

Identify and qualify new opportunities within the UK Central Government and wider public sector.

Stay ahead of market trends, government policy changes, and procurement frameworks.

Client & Stakeholder Engagement

Build and maintain strong, long-term relationships with senior government stakeholders.

Collaborate with delivery and technical teams to design tailored proposals and solutions.

Lead client presentations, bids, and pitch activities.

Business Development Execution

Manage the full sales cycle from lead generation to contract negotiation and closure.

Oversee proposal creation, RFP responses, and framework submissions (e.g., DOS, G-Cloud).

Maintain accurate reporting, pipeline tracking, and forecasting using CRM tools.

Required Skills & Qualifications

Experience:

12+ years in business development, with a strong background in technology consulting services.

Must have direct experience working with the UK Central Government and public sector.

Demonstrated success in winning high-value public sector contracts.

Skills:

Strong commercial acumen with a track record of meeting or exceeding revenue targets.

Excellent relationship-building, communication, and negotiation skills.

Ability to collaborate cross-functionally to develop winning proposals.

Strategic thinker with the ability to identify and convert opportunities.

Other Requirements:

Self-motivated, results-driven, and able to work independently in a hybrid/remote setup.

Willingness to travel for client meetings and industry events.

Preferred Qualifications

Existing senior-level network within UK Central Government.

Experience in a consulting or digital services firm.

Knowledge of public sector procurement processes and frameworks.

Familiarity with emerging trends in digital government services.
